ISO 45001:2018 Exclusions and Requirements
In Section 4.3, “Determining the scope of the OH&S management system”, the requirements of this International Standard states that when a requirement of the standard can be applied within the scope, then it must be applied to the organization. This means that once the scope of the OH&S management system is defined, every requirement must be applied within the boundaries of the determined scope.
However, Section 4.3 and Annex A4, state that any requirement may be excluded if it cannot be applied. The exclusion is justified by showing that compliance would undermine the Occupational Health and Safety. The scope must not exclude actions, products or services that have or have the potential to impact the organization’s OH&S management system.
